Scioppa Razin, leader and commander-in-chief of the Ursine Independent Tactics Formation 'Sechin,' and leader of the Volniki. In early 1102, he led his unit out of the jurisdiction of the Ursine military. After the Deity Grypherburg Incident, 'Sechin' became fully independent. Later, through an introduction by a branch office operator, he began making contact with Rhodes Island on behalf of 'Sechin.'

Mastery 3 · SP cost 45 · Initial SP 28When Trait reaches 3 stored charges, they combine into 1 Transposed Energy (can store up to equivalent of 9 charges); ATK +12% when in possession of Transposed Energy, and ASPD +15 when not in possession of Transposed Energy
Attacking with stored charges makes the target suffer 90 Arts damage per second for 5s (stacks up to 3 times; Transposed Energy inflicts 3 stacks); Viy does not attack targets under this effect
Sentry duty, yeah, I get it, that's what the F.N.G. always gets, no matter where… it's not that? Well, you say that, but I find it hard to believe that you won't need protection.
Come, open your palm face-up. That's right, here you go. Yup, I made it myself. Making filled candy is quite a bother, and this is all that I made. Maybe it's not that rare on the outside, but you should understand its worth—are you done? Good. I have something to ask you. I won't take silence for an answer.
That Sarkaz was really something. I didn't have to hold anything back, and my blade's still warm, even now… no, it's not so dangerous. It's a bad day if you rip your clothes in the training room. Yeah, ranged caster duel. What were you thinking it was?
'I'm here, Doctor.' Voice imitation Arts, a staple for any war caster. Not close enough? Check this out then, at the tip of my blade—no playing with fire in the office? It's just an Arts illusion, there's no real fire. You draw a strange line for what spooks you.
The Armies have a clear delineation. If you're not with the Second Army, you're with the Fourth. No one asks what the shashka thinks. My Sechin was one such weapon. No, what's between Evgeny and I isn't personal. It's not that complicated.
My comrades believe I'm favored by fate, toying with my prey before dragging it into hell, just the monster with long-drooped eyelids that my code name represents. But the true monster is war itself, toying with and destroying everyone, making no distinction between noble and commoner, hero and villain.
Yes, I know that ignoring orders is a major dereliction of duty, I just didn't think you, of all people, would be criticizing the mistake I made in the Far North… you want to thank me? It's not like I meant to spare those people. There's nothing to thank me for.
What does this mean? And this? And this? How do you manage to read these scribblings? They're like worms crawling on the page. I used to have someone to read stuff like this to me. Sirka could read anything like singing a song. Maybe you can too. Audiobooks? Not interested.
Brewing, sugarmaking, woodworking and smithing. We began to learn these things as soon as we learned to walk. That's all we're allowed to do to pass the time off the battlefield. Here, give it a try. Homebrews don't pass security checks; I had to smuggle this kvass in.
Based on Operator Viy's own account, as well as HR's subsequent interviews with certain operators who were born in Ursus or otherwise understand the situation there, we can roughly trace the origins of the 'Volniki,' a unique group long unrecognized by the Ursine government and unknown to the general public. 'Volniki' was initially a title promised by the founder of Ursus to the non-Ursus races within its territory at the time. Igor exchanged the right to self-government for their support in the war against the Hippogryphs, but after the nation was founded, this promise was never fulfilled. Instead, the Volniki's ancestors were driven into the wilderness under the pretext of being 'granted land,' then forced to migrate repeatedly due to Catastrophes. They gradually split apart, forming different settlements with no ties between them beyond their shared identification with the same name. In wartime, they were conscripted as a source of soldiers; in peacetime, they farmed their separate barren lands, living lives of bare self-sufficiency. Because they had always been excluded from society's progress, they gradually grew used to separating themselves from the nation and the people through the concept of the 'Volniki,' then struggling on within this isolation that resembled 'fate.' Just as the lyrics of that song often sung among their communities say, they show a persistent need to seek paths and answers from their forebears and their myths. If everything is truly as he says, then the 'Volniki' can indeed be regarded as a significant microcosm of Ursus's racial issues. ...Considering Simonch, that city sunk by the Royal Guard, there is also a possibility that it belonged to a certain group of Elafia Volniki. If so, why such utter disaster befell them so easily has a more readily comprehensible explanation: A nomadic city belonging solely to them should have represented meaningful progress and a rare home for the long-displaced Volniki. However, judging from the Ursine government's long-standing policy tendency of forbidding any mention of the 'Volniki,' they would naturally only interpret this as some attempt at separatism. This is not a defense of the legitimacy of Ursus's actions. It is only that, when looking back on the past, even if these brutal incidents have no direct connection to Rhodes Island, we should still attempt to understand them and learn from them. This will also be of considerable help in our future dealings with 'Sechin,' and even with the various forces in today's Ursus, which are by no means united. —Kal'tsit
Looking back on it now, every time the chiefs of our villages led us to 'fight for Ursus,' it was probably just a repeat of that very first promise. Strange, isn't it? We were deceived so many times, yet we still never learned. It makes you feel like people like us were maybe just... meant to be treated that way. Damn it all. Oleg always says that Vladimir really would have relented and given us autonomy, if only he hadn't died so soon. But then our parents' generation soon died in great numbers too, and among those who survived, nobody knew if that had ever been true at all. And Sirka never believed it. Not for a second. But none of that matters now. After all, we no longer place our hopes in the Emperor. Ursus as a whole doesn't even need an emperor anymore, so who would still expect someone who no longer exists to fulfill a promise from the past? Choosing sides, taking a stand... Everyone was sick of it, but I still believe I did the right thing back then. Perhaps when people look back on history in the future, they may find the names of the 'Volnov' or 'Sechin' written there. I only hope that when they look closely through this unit's record, they find that the ones more worth remembering are actually those who chose resistance even earlier, before we did. It was they who taught us that we must always stand up and walk, not bend down and crawl. That is the path of the 'Volniki,' an outcome countless lives were spent to secure— ...It may not be the best one, but I will not betray it.

Viviana6★ · GuardYou managed to fall asleep while standing and reading? Kind of a shame that someone with such a gift for recuperation is not a warrior.
A hood and clothing that covers your entire body. You have a past you want to hide too? It's all right, I understand. Scioppa Razin, here to establish a partnership. You can call me 'Viy', that's what the boys call me.
Zzz… oh! Ahem. No, I wasn't sleeping. This Phidia lady can cause the enemy to drop their weapons and surrender in total silence? She's a caster too, isn't she? Very interesting. Yeah, I only saw the ending.
Seems a lot more formal than the First Army's external promotions. No need for bargaining or bribery to make sure the order doesn't get held up somewhere. Didn't think so, did you? We even worked under those pure-blood Ursines.
I thought a symbolic medal marking our cooperation was all there was to it, but now… this is awkward. I'm gonna have to repay you before this trust runs out.
Who's in charge?
Can I bring a few of my guys?
Back in battle. It hasn't been that long.
Focus!
Best put me where I can't make friendly fire.
At the ready.
Visibility's good.
Any orders?
This blade is my mother too.
It wipes away pain.
It extinguishes fear.
Who else to pray to?
Witness my promised victory.
I'm not used to this. Where are the rowdy boys pushing me to sing?
I'll stay behind and make sure there are no loose ends.
So close!
Back on a ship again.
You got lucky this time. Don't cry when strange Arts set your fingers on fire next time.
I liked that. Do it again.
Arknights.
'Mother sheds tears by the red corner, while father in his silence grows stone-cold. Sister goes barefoot into the river, that keeps children of freedom in its hold.' I used to sing to my comrades the whereabouts of my families, and now I sing for you. Ursine custom is to celebrate the seventh day of a new year, but nevertheless, Happy New Year, Doctor.
I'm bored. Let's play poker.
Blood? Oh, don't worry, just missed a spot while cleaning up. I was in a hurry to give this to you. Got the materials from Engineering, and polished the edges myself. Hang it on your belt, just like I do. Say, is it your birthday or your naming day again?
Once I thought I had to be an executioner to be free. Meeting you has reminded me that the first who fought to become free Volniki did not do it to distinguish themselves from other Ursines. We looked for another way forward, and took the long way round.
Unlike many legally recognized organizations that maintain stable external partnerships with Rhodes Island, 'Sechin' is a paramilitary armed force currently in transition. It is neither a mercenary group, nor can it be defined as a 'security company.' It exists in a 'gray area' that Rhodes Island does not readily engage with, and we must carefully gauge the extent of our dealings with it. Furthermore, the attitude displayed by the leader of 'Sechin,' who is often seen around Rhodes Island HQ, is just as ambiguous. Continued observation is recommended. [Audio Record] 'Oh, are you asking about that big Kuranta guy with the Ursine accent? He does show up in the library a lot. Sometimes when the books on the shelves are too high up and the ladder's been borrowed, he'll even offer to help get them down—no, not just for ladies. He helps anyone who needs it. ...I know he's good-looking, but that's not why I remember him! He has a lot of scars, on his neck and on his arms, and he never covers them up. Anyone would notice that, wouldn't they?' [Borrowing Records] 'The Guide to Fincatching' 'Illustrated Guide to Abdominal Breathing' 'Drinking Your Own Homemade Wine' 'Three Thousand Ursine Folk Songs' 'Toe Care for Steed Burdenbeasts' ... The above books and accompanying videotapes were all returned within the borrowing period. No abnormalities were found. [Audio Record] 'Oh my, looks like I acted a bit too much on my own. I should've said hello to one of you first. I heard people in the cafeteria say your library had all kinds of things, so I figured I'd go find some books with pictures to read and pass the time. This place isn't like back in the village, where someone would teach you how to do those family trades step by step, but the videotapes are pretty convenient too. This week, I learned more than I used to in a whole month of summer break. 'It's comfortable staying in Rhodes Island, so that's why I keep coming back. Of course 'Sechin' is good too, but during the break, those guys all go their separate ways. Some go back to Ursus to see their families, and some blow their money on booze. We don't have much in the way of entertainment. Once we're off the battlefield, we pretty much just keep spinning in place. I'm trying to break out of that cycle now, and I suppose that can set an example for them.' Operator Viy shows an extremely strong desire to protect his colleagues in 'Sechin', as well as an unbelievable degree of tolerance. As their leader, he seems unconcerned by the possibility that this approach may ultimately lead to lax discipline and even the unit's destruction on some battlefield. 'We should get to decide how we live now,' he says. After evaluation, we can determine that they are capable of taking responsibility for their own actions, and since we seek cooperation with them, we should also bear the necessary risks. He considers protecting the comrades under his command as his own responsibility, yet also grants them his trust without reservation. The degree of unity shown by 'Sechin' would be difficult to find even among the most decorated Ursine Formations of the past. Stay vigilant, Doctor, but there is no need to be too harsh on these young people. —Hellagur
After a period of observation, we have noticed that Operator Viy is relatively unfamiliar with paperwork. This does not mean he is illiterate or unable to write; he simply finds this sort of work 'annoying' and has a psychological resistance to it, which makes him seem inefficient when he needs to handle paperwork independently. After we noticed that his second-in-command was unable to offer much assistance in this regard either, to ensure smooth cooperation, we assigned an operator who works at the reception and specializes in drafting documents to assist him during working hours with filing reports and other such matters in a timely manner. At present, Operator Viy has accepted this arrangement well, and the two have developed a good working rhythm. [Report on Disturbance at Rhodes Island Headquarters Reception] According to our information, the banner that appeared at the reception the day before yesterday, bearing text such as 'I'm sorry, please forgive me,' was sent by a patient's family member who had long been involved in a financial dispute with Rhodes Island. It was meant to express recognition of and gratitude for the reception's service, not to resolve a relationship conflict. According to this family member, he has fully realized how inappropriate his previous harassment was, and stated that he will cooperate with Rhodes Island to settle his outstanding debts as soon as possible. In subsequent interviews, the operator who was at the reception when the banner was hung up expressed his view of the matter: this was not his achievement. While he does not know who helped resolve this troublesome problem, at least there is no longer anyone constantly shouting 'Pay me back!' and 'Frauds!' at the reception while our security personnel are unable to forcibly drive them away. Order has been restored at the reception, which is a cause for great celebration for everyone who visits Rhodes Island. ...I knew it was him the second I heard! Always looking for things to do. There was this one time when we were camped out in the wasteland with some other formations, and some snot-nosed orderly said that if we weren't Ursines, we were nothing. That night, the guy's boots got taken and hung up on an old tree 800 meters away, soaked through, dripping nonstop, heavy as rocks! Plenty of other things like that happened after. He never said anything, and he never got caught doing it, but everyone knew it was him. At the end of the day, we didn't actually want to make trouble. The Armies all treated us as expendables, and what respect do expendables need? People just follow the example set from above, that's all. But he refused to put up with it. Every time someone came looking for trouble, he had to bite back. —Oleg, Operator Viy's second-in-command [Audio Record] 'Bad memory, you know. Can't be helped. If you've got a score to settle, you have to settle it then and there.'
More than thirty years ago, a painter passed through a small village in the southern wilderness of Ursus, and painted a family portrait for a household that had just welcomed a newborn with thin Nightzmora blood. With the same brushwork he usually reserved for depicting Emperors and Yurodstvo, he rendered an utterly ordinary family of four from the wilderness. More than twenty years ago, Catastrophe Messengers arrived. They pushed open the wooden fence and informed the village chief of the terrible news that a Catastrophe was coming. As the village raised great herds of steed burdenbeasts, its inhabitants should have been able to evacuate in time. Only one family of three, with a paralyzed father and a blind mother, could not manage it. Faced with the dark mass of people stepping into their home, the boy raised the curved blade that had broken on the battlefield along with his father's legs, and pointed it at the noble who emerged from behind the 'Catastrophe Messengers.' His hands did not tremble in the slightest. The noble asked: You served. A child soldier? The boy said: Don't come any closer. The 'Catastrophe Messengers' took his parents away, the noble took the boy away, and the boy took his sister's belongings away. The village itself was destroyed by the Catastrophe that arrived as expected the next day. In exchange for his family's protection, the boy began to undergo grueling training, forcing his body to adapt to those violent weapons. He had been cast into the Empire's war factory, where the title of 'War Caster' would be granted to the 'luckiest' child among hundreds. More than ten years ago, the boy obtained that title and began to operate in border conflicts never recorded by the authorities, as a spy, as an assassin, as a commander, as the name he had finally been given. And when every uprising he put down was ultimately revealed to have been the result of factional purges, when soldiers who were supposed to sacrifice themselves for some great cause instead used civilians as shields, he began to question, and then defected. A few years ago, he all but carved the flesh from his own body, and finally left the army under the identity of a dead man. He returned to his homeland, already destroyed by Catastrophe, and picked a broken picture frame from the ruins. There, he began to rebuild his life, drawing on what he had learned and thought about in the army to gather a team of his own. Yet even now, he still wears the medal the army gave him, not because he believes in the ideals or loyalty it represents, but simply because he wants to. If he wanted, he could certainly sell the medal for a good price and use the money to buy some wine for his comrades. Things are unpredictable, he often thinks. When others ask him why he left the army, he simply says, 'I got tired of it.' When others finish singing a pleasant little song with vulgar lyrics, he simply says, 'Sing it again.' The boy grew from a child into a young man, and that young man brought along those who believed in him, continuing onward across this vast land. All right, nice story, but wasn't there some setup that never paid off? And what does any of this have to do with Durin? If you keep talking about Ursus, I'll have to ask you to leave. —Head of the Durin Story Circle
