Tianshi Wei Xidong is in charge of expanding Yinglung Pass and constructing a Xiranflow Cloudseeder.

Ah, Endministrator. I'm Overflow of the YSTF.

Task Leader Arcane told us to meet you. Thanks for making this trip.

Greetings! Is that guy the one leading Team Tianshi?

Ahem. Tianshi Wei is knowledgeable but he ran into a problem. He's been studying it, but he's also delaying the work as we speak.

We have other duties at Yinglung Pass and can't wait around forever. If we don't start now...

If you're willing to take over this job, I'll be overjoyed. Yinglung Pass means a lot to us. Feel free to call me if you need any help.

Endministrator! Am I glad to see you here! Tianshi Zhuang told you about the project, right?

Constructing the Xiranflow Cloudseeder is central to this expansion. This facility will seed the skies with Xiranite vapors to induce rain that mitigates the residual Blight.

But ... completing the Xiranflow Cloudseeder within schedule has proved ... quite a difficult task...

The supply of Separator Cores needed by the Xiranflow Cloudseeder is unstable. I'm also concerned with the comments provided within the plan...

"Let heavens and waters blend into each other"... "Raise the trees and let them blossom forth"... "Emulate the fowls that wait for seasonal winds"... Waters, trees, and fowls. What do they refer to?

The one who left these comments is ... Well, she was my mentor and ... she's no longer around...

Waters, trees, and fowls... Perhaps the place needs more than just a Xiranflow Cloudseeder. Every plant and critter of Yinglung Pass is part of something greater.

Oh, that must be it! We must go beyond the Xiranflow Cloudseeder... I got an idea! Still, we're going to tackle the problems one at a time, Endmin. The Separator Cores...

Don't worry. We've verified the Sub-PAC deployment site, right? We can get the ball rolling straight away.

Sounds great to me!
