Yinglung Pass is now capable of handling the Blight of the North Wuling Exclusion Zone, but there's plenty of room for improvement.

If they keep expanding the place ... the risks would go far beyond what we could bear.

We don't have enough resources and people to expand Yinglung Pass and build Wuling City at the same time...

We've done all that we could... I say we leave the expansions and rebuilding to posterity.
